Inspector Notes

This monitoring inspection was initiated by licensing staff and concluded on 07/06/2023, between the hours of 10:30 am to 12:30 pm. There were 47 children present , ranging from rising kindergarteners to school-agers, with 10 classroom staff supervising 5 separate groups. Another larger group of children went on a field trip to a water park. The inspector reviewed compliance in the areas of administration; physical plant; staffing and supervision; programming; medication; special care and emergencies; and nutrition. A total of 10 children records, and 11 staff records were reviewed.

Information gathered during the inspection determined that there were (2) non-compliances with an applicable standard, and an applicable code. These violations were documented on the Violation Notice issued to the camp.

Standard 22.1-289.035-B-4
Based on review and interview, 2 of 11 staff files indicated that the authorized child day center (licensed summer camp) did not obtain a copy of the results of a criminal history record information check (CRC), a sex offender registry check (SOR), and a search of the child abuse and neglect registry or equivalent registry from any state (CPS) in which the individual has resided in the preceding five years before reporting to the child day center.

Evidence -
1. On the date of inspection (07/06/2023) the following staff were without their out-of-state background checks: Staff # 4 (start date - 06/20/2023), and Staff #8 (start date - 06/20/2023).
2. The Camp Director stated (during an interview conducted on the date of inspection) that the following documents have yet to be sent: For Staff #4 (from the State of South Carolina) - CPS, CRC, and SOR. For Staff #8 (from the State of California) - CPS, CRC, and SOR.
3. Both Staff #4, and Staff #8 were observed on site on the date of inspection providing care for the children in attendance.
Plan of Correction: A request for a CRC, CPS, and SOR from both South Carolina and California will be sent for these listed staff within the next 10 days. Once the findings are obtained they will be shared with the Licensing Inspector and placed in the applicable staff file.
Standard 8VAC20-780-160-C
Based on review, 1 of 11 staff files indicated that is has been more than two years since the date of the most current tuberculosis documentation (TB) on file at the CCS.

Evidence -
1. On the date of inspection (07/06/2023), TB documentation on file for Staff #1 was dated - 02/23/2021.
2. This was confirmed on the date of inspection by the Camp Director.
Plan of Correction: Updated TB documentation will be obtained and placed on file.
