22.1 EARLY CHILDHOOD CARE AND EDUCATION
Inspector Notes
An unannounced monitoring inspection was conducted today, September 26, 2023. The inspector was on site from approximately 11:15 am until 2:30 pm. The director was present and assisted in the inspection. There were 28 children present, ranging in ages from three months to five years, with six staff supervising. Children were observed working a trace the number sheet, popping bubbles, listening to a story, playing outside and coloring with markers. Later children washed their hands and prepared for lunch. Infants were observed playing with toys on the floor, being held and feed. Diapering was also observed.
The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five child records and seven staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations
3Evidence:
1. The record of staff #7 contained documentation of 5.5 training hours completed during the period of June 15, 2022 through June 14, 2023 when 16 hours was required.
2. The director stated the additional 10.5 hours had not been completed.
Evidence:
The diaper changing mat in the infant room contain a tear approximately one inch in the plastic covering creating an absorbent surface.
Evidence:
1. The record of staff #3, employed 01/09/2023 and identified as a program leader, did not have documentation to demonstrate that the individual possesses the education as required by the job position.
2. The record of staff #3 did not contain documentation of a high school program completion or the equivalent as required for a program leader.
