Inspector Notes
An unannounced inspection was initiated on 09/18/2025 and completed on 09/18/2025 with a local agency, in response to a complaint received by the licensing office on 9/17/2025 relating to allegations of Administration. This inspection included document review, interviews and observations. The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations are documented on the violation notice issued to the program. Before the child's first day of attendance, parents shall be provided in writing the following information: Custodial Parent's right to be admitted to the family day home any time the child is in care as required by 22.1-289.054 of the Code of Virginia.
The Provider stated she did not have that policy and was respecting the other parent's wishes about the privacy of the children. When asked by a parent to enter she has said "I have to make sure the other parents are comfortable with it."

Plan of Correction: I will remove the sign out front limiting access and will allow those that are authorized to enter during business hours, while their children are in care. I will send an email to the parents explaining the policy.
