Inspector Notes

A complaint inspection was conducted on February 9, 2023, in response to a complaint that was received by the department on January 30, 2023, regarding allegations in the care of the children at the center. Staff were interviewed, documentation was reviewed, classroom observations were completed, and specific children and staff records were reviewed. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the program. The violations are listed on the violation notice issued to the center and were reviewed with the site owner at the exit interview.

Based on staff interviews, it was determined that the center did not ensure that the staff-to-children ratio in the birth up to 16 months infant room is one staff member to four children.
Evidence:
1. Staff #3 reported that there is a ratio of one staff member to five children in the morning for about 15-20 minutes when staff members are running late.
2. Staff #4 confirmed that there are times during the day where there are more that four children to one staff ratio for about 10 minutes at a time when other staff have to get bottles, get laundry, and when parents step in to get their children. When out of ratio, the children are awake usually on tummy time, in the play saucers, or being fed.
Plan of Correction: The center responded with the following: The director completed a corrective plan of action for ratio purposes where there are 4 openers in the morning starting at 6am, two staff members starting at 6:30am, and two staff members starting at 7am. In the event that we are not afforded the allotted personnel due to callouts and/or sicknesses, three staff members/administrators are prepared to fill the void until manning is at full capacity. In the event that we may be short staffed, we will communicate to the parents that we will not be able to allow them access until the issue has been resolved.
