Inspector Notes
An in person investigation was begun today in response to an allegation being received in our office. Based on multiple staff interviews and direct observation, the preponderance of evidence supports the allegation. The complaint is valid for failing to maintain proper ratios based on ages of children, and age and stage appropriate activities.

Based on observation, one classroom on the playground did not maintain a ratio of 1 staff to 5 children for a group that included children aged 16 months to 24 months.
Evidence:
The Bunnies (Toddlers/2's) classroom was observed on the playground with 7 children and one staff. The group included 2 children aged 16 months to 24 months. (Child 1, 2)

Based on multiple staff statements, when children are in mixed age groups, the staff -to-child ratio has not been applied to the youngest age in the group.

On multiple occasions, in the morning and late afternoon, the Ducklings (infants) are often combined with the Bunnies (Toddler/2's) class. The ratio of 1 staff to 4 children has not been maintained. There have been up to 5 children in the combined age group on different days.
