Inspector Notes

An unannounced inspection was completed on 7/26/2024 in response to complaint received by the licensing office 07/22/2024, relating to allegations behavioral guidance and forbidden actions. This inspection included documentation review, observations, and interviews.

The preponderance of evidence gathered during the investigation supports the allegation; therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 09/03/2024. A POC submitted after this date will not appear on the public website.

Based on review of video provided by the center and staff interviews, it was determined that a staff failed to provide behavioral guidance that shall be constructive in nature, age and stage appropriate and shall be intended to redirect children to appropriate behavior and resolve conflict.
Evidence:
On April 19, 2024, C1 was having an emotional meltdown in the DSP2 classroom that included crying, kicking and flinging a toddler chair in the classroom. S1 used the center?s I-Pad and videoed C1?s behavior and sent it to the child?s parent through the center?s app to show the parent the child?s behavior. During the video, S1 did not provide any behavioral guidance to the child.

Based on documentation review and interviews, it was determined that a staff used the forbidden action of rough handling of children to correct the behaviors of children.
Evidence:
On July 19, 2024, the parent of C1 entered the center?s gym and observed S1 grabbing C1?s face in a rough manner while addressing a behavioral issue. The licensing inspector interviewed center staff and reviewed records including a coaching form competed by center director. The form documented that ?S1 grabbed a child by the jaw to get the child?s attention to not do something, the parent of the child saw this, and (S1) was seen in my office. Discussions were had of the discipline policy and the right way to talk to children. (S1) read over the employee handbook and the code ethics handbook.?
