Systemic Deficiency The required ratio for children ages birth up to 16 months is one staff for every four children. Staff 1 was consistently over ratio in the infant room in the mornings during a period from late November to early January. Staff 1 would regularly have 5 to 6 infants between approximately 7:15 a.m. to 8:15 a.m.

Staff 2 was consistently over ratio in the mornings during a period from late November to early January.
