Based on review of video the center failed to ensure that rough handling was not used in behavior guidance.
Evidence:
On 11/15/23 at approximately 10:07am a child was engaged in aggressive behavior with another child over a toy. The staff member intervened and took the child by the hand to remove him from the situation. At that time the child attempted to fall to the floor and the staff member kept the child by the hand and continued to walk with the child, which left the child "dangling" by his outstretched arm for approximately 2 steps before the child got his feet under himself when the teacher stopped and raised the child higher by the arm.

Plan of Correction: Once the administration became aware of this incident the staff was immediately sent home and the appropriate agencies were notified.
