Program directors shall be at least 21 years of age and shall have forty-eight semester hours or 72 quarter hours of college credit from a college or university of which 12 semester hours or 18 quarter hours are in child-related subjects.

Where playground equipment is provided, resilient surfacing shall comply with minimum safety standards when tested in accordance with the procedures described in the American Society for Testing and Materials standard F1292-99 as shown in Figures 2 (Compressed Loose Fill Synthetic Materials Depth Chart) and 3 (Use Zones for Equipment) on pages 6-7 of the National Program for Playground Safety's "Selecting Playground Surface Materials: Selecting the Best Surface Material for Your Playground," February 2004, and shall be under equipment with moving parts or climbing apparatus to create a fall zone free of hazardous obstacles.
A rocker was on bare ground on the older playground. The rocker required at least six inches of resilient surfacing as the ground is not considered a resilient surface.

The center shall maintain, in a way that is accessible to all staff who work with children, a current written list of all children's allergies, sensitivities, and dietary restrictions documented in the allergy plan required in 8VAC20-780-60 A 8. This list shall be dated and kept confidential in each room or area where children are present.
1. Child A and B have a pork restriction, however this information was not listed on the allergy /sensitivity/diet restriction list in the classroom, this was overdue by 18 weeks.
2. Child C's allergy action plan states they are allergic to wheat and eggs however this information was not listed on the allergy list in the classroom, this was overdue by 7 months.
3. Child D's file states that they are lactose intolerant, this information was not listed on the allergy/sensitivity/diet restriction list in the classroom and was overdue by 1 month.
