8VAC20-780 Staffing and Supervision.

During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

Inspector Notes

An unannounced inspection was initiated on March 18 and completed on March 30 in response to a complaint received by the licensing office on relating to the allegations of 8VAC20-780 Staffing and Supervision . The inspector reviewed 1 children's record. The inspection included document review, tour of the facility, interviews and observations.

The preponderance of evidence gathered during the investigation supports the allegation therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law, and the violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five business days from today, which will be the close of business on April 6. A POC submitted after this date will not appear on the public website.

The required ratio for children ages birth to 16 months is one staff per four children. On March 18, Staff #2 supervised 5 children (youngest child 4 months old) from approximately 8:30 a.m.- 8:37 a.m. Staff #2 supervised 6 children (youngest child 4 months old) from approximately 8:37 a.m.- 9:00 a.m.
Plan of Correction: Upon review of the incident, we addressed the staffing concern immediately by ensuring that additional staff support is present during peak transition times, particularly in the morning hours. Staff members have been reminded of the importance of maintaining required ratios at all times, including during classroom transitions.
To prevent this from occurring in the future, we have implemented the following measures:

Adjusted staff schedules to ensure proper coverage during peak times (arrival and transitions.)
Reinforced ratio requirements during staff meetings and daily check-ins
Implemented a transition coverage plan to ensure no classroom is left out of ratio, even momentarily.
Leadership (Director/Assistant Director) will monitor ratios more closely during high-traffic times.
All staff have been retrained on Virginia licensing ratio requirements and supervision expectations.
