During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

Inspector Notes

An unannounced monitoring inspection was initiated on April 2, 2025 and completed on April 17, 2025 with a local agency in response to a self-report received by the licensing office on March 14, 2025 relating to behavior guidance. The inspector reviewed one staff record on-site on April 2, 2025. This inspection included interviews. Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program. Though not a part of the original self report, violations that were not reported were found related to center policies and procedures and handwashing and are documented on the violation notice issued to the program. Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five business days from today, which will be the close of business on April 30, 2025. A POC submitted after this date will not appear on the public website.

Standard 8VAC20-780-40-E
REPEAT VIOLATION The operational responsibilities of the licensee shall include ensuring that the center's activities, services, and facilities are maintained in compliance with these standards, the center's own policies and procedures that are required by these standards, and the terms of the current license issued by the department.
The center's safe sleep practice procedure states to always place babies on their backs to sleep. Staff #1 has been witnessed multiple times by other staff members placing infants on their stomach for nap.
The center's discipline policy states WCCC does not use timeouts or physical punishment.
On March 14, 2025, Staff #1 used physical punishment when physically putting a toy to a 17-month-old child's face to demonstrate why you do not hit your friends with toys.
Plan of Correction: The WCCC administration will continue to review our positive discipline approach with our staff at staff meetings, staff development days and with trainings from outside sources. WCCC will continue to train our staff on positive discipline strategies and redirection.
Standard 8VAC20-780-400-B
REPEAT VIOLATION Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts. Staff #1 physically put a toy to a 17-month-old child's face as a form of behavioral guidance to demonstrate how it feels to be hit in the face with a toy.
Plan of Correction: WCCC administration will continue to train our staff on positive discipline strategies and redirection techniques.
Standard 8VAC20-780-500-A
Staff shall wash their hands with soap and running water after diapering. Staff #1 did not wash their hands after changing a diaper and prior to touching a toy while disciplining another child.
Plan of Correction: Staff have been reminded and will continue to be reminded about proper handwashing techniques and policies.
