The operational responsibilities of the licensee shall include ensuring that the center's activities, services, and facilities are maintained in compliance with these standards, the center's own policies and procedures that are required by these standards, and the terms of the current license issued by the department. The center's discipline policy states the center uses positive discipline and WCCC does not use timeouts or physical punishment.

Standard 8VAC20-780-410-1
The following actions or threats thereof are forbidden: Physical punishment, striking a child, roughly handling or shaking a child, restricting movement through binding or tying, forcing a child to assume an uncomfortable position, or exercise as punishment. Two staff witnessed Staff #1 grab a child by him arm and place the child in a chair across the room. The child was crying and his/her arm had red marks on it.
