Inspector Notes

An unannounced inspection was initiated on 7/30/2025 and completed on 8/06/2025 in response to a complaint received by the licensing office on 7/28/25 relating to allegations in the areas of staffing and supervision, staff qualification and training, and programs. The inspector reviewed one child record on-site. This inspection included document review and interviews.

The preponderance of evidence gathered during the investigation does not support the allegations; therefore, the complaint is determined to be not valid. Though not a part of the original complaint, violations that were not reported were found related to operational responsibilities, tuberculosis screening, and background checks and are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 8/28/2025. A POC submitted after this date will not appear on the public website.

REPEAT VIOLATION:

The center is required to obtain background checks from any state in which the individual has resided in the preceding five years.

Staff #2, employed for eight years, did not have documentation of requesting a central registry check from one state.
Plan of Correction: Congressional is revisiting our onboarding process to ensure that all paperwork is completed and in the staff members file before starting work, specifically interstate background checks. Staff #2's out of state background check has been submitted and we are waiting their clearance. The staff member is not on campus until we receive the results.

A tuberculosis (TB) screening is required every two years from the last screening.

Staff #2's updated screening was due thirteen months ago. The updated screening has not yet been completed.
Plan of Correction: Congressional will be auditing all staff files to ensure any renewal document and/or screenings are current and up to date in files. We have requested updated TB results from staff #2. They are currently not on campus until we receive the results.

The operational responsibilities of the licensee must include ensuring that the center's activities, services, and facilities are maintained in compliance with these standards, the center's own policies and procedures that are required by these standards, and the terms of the current license issued by the department.

The center conducted a summer program for approximately 250 children ages 4 to 12 years enrolled at an off-site satellite location for four weeks that was not approved under the terms of the current license issued by the department.
Plan of Correction: The last day of Congressional Camp's satellite program was Friday, August 1st. Moving forward, if Congressional Camp were interested in offering camps at the off site location, Congressional will with the Department of Social Services and Licensing Programs to ensure each site has an approved license to operate under such conditions.
