When children are in ongoing mixed age groups, the staff-to-children ratio and group size applicable to the youngest child in the group shall apply to the entire group.
There were 2 staff with a total of 12 children in a classroom with a mixed age group of toddler and two-year old children. 3 staff were needed as the youngest child in the group was 21 months. The ratio for toddlers is 1:5.

Plan of Correction: Move the age appropriate children from the room to the preschool classroom as ratio allows or move the toddler class into another classroom temporarily until the issue is resolved and they can move back into their room.
