Standard 8VAC20-780-350-B-2
The required ratio for 16 months up to 24 months is 1 staff per 5 children. The toddler classroom was over the ratio of 1 staff per 5 children on 12/10/25 and 12/12/25, with up to 8 children in care with only 1 staff. The amount of time the classroom was out of ratio on these dates varied from 10 minutes up to 20 minutes.
Plan of Correction: The center responded with the following: Walkie-talkies have been purchased and are used by staff to immediately communicate when ratios are at risk. A staff meeting was held on 1/20/26 to address lateness and ratio compliance. Staff were instructed to move children promptly when ratios are exceeded without waiting for management. The program is actively hiring additional staff to maintain required ratios. Management will continue to monitor ratios daily.

The 2-year-old classroom was over the ratio of 1 staff per 8 children on 12/8/25, 12/9/25, 12/10/25, 12/11/25 and 12/12/25, There were times when there were up to 14 children in care with only 1 staff and times with up to 18 children in care with only 2 staff. The amount of time the classroom was out of ratio on these dates varied from 17 minutes up to 46 minutes.

The amount of time the classroom was out of ratio on these dates varied from 35 minutes up to 1 hour and 35 minutes.

When children are in ongoing mixed age groups, the staff-to-children ratio applicable to the youngest child in the group shall apply to the entire group. During the morning opening hours of the center, the infant and toddler classrooms are combined. This requires the ratio to be 1 staff per 4 children, which is the staff-to-child ratio for birth to 16 months of age. The combined infant/toddler classroom was out of ratio on 12/8/25, 12/9/25, 12/10/25 and 12/11/25. There were times when there were up to 10 children in care with 1 staff, up to 13 children in care with 2 staff and up to 15 children in care with 3 staff. The amount of time the classroom was out of ratio on these dates varies from 5 minutes up to 63 minutes.
