are maintained in a clean, safe and operable condition. The refrigerator in the infant room had a spilled red substance and the freezer had unidentified debris in the compartment. The dustpan used in the infant room had unidentified debris caked on the pan, the pan had a noxious odor, and gnats were flying around.
