This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and an in-person component. A monitoring inspection was initiated on 02/11/2022 and concluded on 02/17/2022. The owner was contacted by telephone to initiate the inspection. The inspector emailed the owner a list of items required to complete the inspection. The Inspector reviewed 2 children?s records and 3 staff records, along with any requested program records submitted by the facility to determine if required documentation was complete. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations

1
Standard 8VAC20-780-40-E
Based on observation and a record review the center did not ensure activities were maintained in compliance with the standards and the center's own policies and procedures.
Staff A was observed talking on a cell phone, sitting on the bench on the playground. There were 10 preschool children in care and another staff member present. When the inspector approached the playground and entered the building, Staff A did not look-up from the cell phone. In the staff policy handbook, the telephone policy states, "All cell phones must be kept out of sight and no texting during work hours."
Plan of Correction: The owner will readdress the center's telephone policy and monitor for future compliance.
