Inspector Notes

Two Licensing Inspectors conducted an unannounced complaint inspection on April 22, 2024 in response to allegations received by the licensing office on April 17, 2024, in the areas of child abuse and neglect.

An unannounced Religiously Exempt Code Complaint Inspection was conducted on the same date as the SHSI complaint inspection. Only subsidy requirements that are not covered in Code requirements were reviewed during this inspection. The inspection included record reviews, interviews with staff, and observations.

The investigation findings were reviewed on June 24, 2024.

As the information gathered during the investigation support the allegations, the complaint is determined to be ?VALID.?

Standard 8VAC20-790-710-1
Physical punishment, including striking a child, roughly handling or shaking a child, are forbidden. Interviews with staff revealed that two preschool age children were roughly handled by Staff #2.
Plan of Correction: The staff member was removed from the classroom setting until further investigation could be completed. Remedial staff training will be completed as needed for clarity of these regulations and our procedures.

Withholding food or water is forbidden. Interviews with staff revealed that a 4 year old child had their milk thrown away by Staff #2 because the child was being disruptive.
