Inspector Notes

An unannounced inspection was initiated and completed on February 24, 2025 in response to a complaint received by the licensing office on February 18, 2025 relating to allegations of behavioral guidance. and staffing and supervision. The inspector reviewed three staff records on-site. This inspection included document review, tour of the facility, interviews, and observations.

The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law, and the violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five business days from today, which will be the close of business on March 10, 2025. A POC submitted after this date will not appear on the public website.

Standard 8VAC20-780-340-D
In each grouping of children at least one staff member who meets the qualifications of the program leader shall be regularly present.

In Classroom A, Staff #1 does not meet the qualifications of a program leader. Staff #1 is regularly present in Classroom A and acts as a program lead.
Plan of Correction: Staff will begin CDA credential on April 14, 2025. Center AD will be assigned to classroom until teacher completion.
Standard 8VAC20-780-400-C
When time out is used as a behavior guidance technique, it shall be used sparingly and shall not exceed one minute for each year of the child's age.

Staff #1 uses the technique of time out as a behavior guidance technique for Child #1 and Child #2, both three years old. The time out technique exceeds the three minute requirement.
Plan of Correction: Staff 1 will be trained on KinderCare policy Guidance Protection of Respect for children policy.
