Inspector Notes

An unannounced complaint inspection was initiated on 09/13/2024 and completed on 09/13/2024 in response to a complaint received by the licensing office on 09/12/2024 relating to allegations of forbidden actions. This inspection included:

The preponderance of evidence gathered during the investigation supports the allegation; therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards and the violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 11/05/2024. A POC submitted after this date will not appear on the public website.

Standard 8VAC20-780-400-A
In order to promote the child?s physical, intellectual, emotional, and social well-being and growth, staff shall interact with the child and one another to provide needed help, comfort and support.

At the conclusion of nap, on 09/11/2024, staff 1 removed child 1, who was not fully awake, from the cot by lifting the cot and rolling the child onto the floor. Staff 1 throws the sheet on top of child 1 leaving child 1 laying on the floor. Staff 1 returns and abruptly grabs the sheet and blanket off child 1 who remains on the floor still not fully awake.
Other staff report that staff 1 routinely speaks to children in ways that do not promote needed help, comfort and support.
Plan of Correction: Employee was removed from the building as soon as we were notified of the complaint and is no longer working with Childtime. Staff Meeting was held the next business day after the inspection on 9/16 where District Manager reset expectations about the responsibility of all employees to notify management if they see or hear anything that goes against our policy of how we interact with children in our care.

District Manager immediately moved a tenured Center Director from a nearby center to temporarily take over as Interim Director effective 9/17 to ensure all teachers are well-versed in positive guidance, know how to appropriately redirect, and feel supported in their classrooms when dealing with challenging behaviors.
